This is a Bulgarian commercial,
that is believed to have aired sometime mid 2005 on the BNT (Bulgarian National Television). Fixed the video aspect ratio and the mono sound of the broadcast and here is it. Short unique animation promoting chocolate eggs with toys in them similar to Kinder Surprise (and yes, the same that are apparently banned in the USA). I believe those Ландрин chocolate eggs were sold in Russia, Ukraine, and Bulgaria (quite possible more eastern countries). There are tons of videos on YouTube of people and mostly kids doing video-reviews and they are quite popular.
I bought some back then and as a matter of fact still have the little toy figures to this day.
